I MARCH 13, Lax Parental Control Cited By Report Approximately 30 per cent youngsters here who to appear before the Juvenile Aid Division last year had working parents and were insufficiently supervised, the Health and Welfare Council of Indianapolis and Marion County said in a report yesterday. The report also claims that "more than 95 per cent of the children of working mothers are being cared for in other than licensed arrangements." FOR INSTANCE, the children are supervised by relatives, neighbors, baby sitters or have no supervision at all, the report explains. It points out that some 15,000 mothers of children under 12 years of age are employed full-time in the metropolitan area. This trend has been significant during the postwar period. RESULTS OF the child care study, now being evaluated by the board of directors of the Day Nursery Association, are.
expected to provide a guide to the future program of the organization. Specific recommandations call for of day-care facilities, expansion of the association's present facilities, shifting of the organization's emphasis from pre-school to after-school children and expansion of the community's child-care facilities to combat growing social problems, Homicide Chief Shift Seen Soon Replacement of Michael J. Smiley as head of the police homicide bureau is expected soon, according to City Hall reports. Members of the Board of Public Safety are dissatisfied with Smiley's failure to solve three major murder cases i in four months and are reported to have the approval of Mayor Phillip L. Bayt in removing him.
Chief of Police Frank A. Mueller will be ordered to replace Smiley with Lt. Orville K. Gleich, according to city officials. GLEICH IS NOW in the uniform division but has had homicide experience.
Mueller has aroused City Hall criticism for his defense of Smiley and his failure to remove him. Smiley has been on the force since 1936 and was a surprise appointment as homicide head two years ago. 2 Plead Guilty To Missouri Trooper Snatch Louisville, Ky. (AP) Two men pleaded guilty yesterday to kidnaping a Missouri state trooper and were sentenced to life imprisonment. Carl Edward Burton, 24 years old and Harold Wayne Davis, 33, both of Redwood City, also were sentenced to five years each after pleading guilty to charges of interstate transportation of the trooper's car.
Federal Judge Henry L. Brooks ordered the terms to be served concurrently, meaning both will be eligible for parole in 15 years. One of the largest manhunts in western Kentucky history started Feb. 1, when Burton and Davis forced Trooper William Little to accompany them from Van Buren, to Paducah. Burton later walked into a police station and surrendered.
Davis shot himself earlier while he and Burton were hiding in a McCracken County farm home. Mouse Stuffs Radiator Yorkton, Sask.
